CARTER, Jesse.
1774-1847 LOWNDES
CAPT. JESSE CARTER, who commanded a company of Lowndes County militia in the Indian War in 1838, was born in South Carolina in 1774, son of George Carter, R. S. He grew up on Saltketcher River in Colleton District, South Carolina, where he was married about 1798 to Mary (called "Molsy") Touchton, born in South Carolina To them were born the following children:

In 1809, Jesse Carter, his father and several brothers and sisters with their respective families, all moved to Tattnall County, Georgia. There Jesse Carter had 199 acres of land on Watermelon Creek surveyed for him August 10, 1809, and 631 acres adjoining on October 10, 1809, grants afterward issuing to him from the State for the same. He sold the 631-acre tract to Samuel Slone, of Bryan County, July 25, 1815. Ten years later, after his removal to Lowndes County, he deeded the 199-acre tract to John Duke December 27, 1825; deed executed in Lowndes County (see deed book "B", page 329, Tattnall County).
When Appling County was created and opened up to settlers in 1819, Jesse Carter with others of his family connection, moved from Tattnall County across the Altamaha River into the new county. He acquired land about six miles southeast of old Holmesville, ante-bellum county-seat of Appling County. The first term of Appling Superior Court was held at the Carter home in 1820, and the first election in the county was also held at his home, by legislative act; Mr. Carter was elected one of the first Justices of the Inferior Court at this election, and served until the next regular election the following year (1821).
One of the main objects in the Carters moving to Georgia was that they may find better pasturage for their herds of cattle. In 1825, he sold out in Appling County and moved further southward, locating in the new county of Lowndes on the west side of the Alapaha River. It is said he brought with him from Appling County 1260 head of cattle which were looked after by his sons, William and George, and several faithful slaves.
The Carter plantation became a large one, and was located about one and one-half miles south of the present town of Lakeland. Mr. Carter gave the land for a "meeting-house" on the banks of the Alapaha River and a few months later, October 1st, 1825, Union Baptist Church was organized at "Carter's Meeting-house", becoming the first organized church in Lowndes County. Although he gave the land and built the original building almost unaided by others, yet Mr. Carter does not appear by the church records to have ever been a member. His wife was, however, a member. She was baptized into the church membership December 8, 1827, and died a member.
Mr. Carter served in 1827 as Representative from Lowndes County to the General Assembly. He raised a company of militia during the Indian troubles in 1838, and commanded it as Captain, July 1st to October 15, 1838.
Due to the loss of Lowndes County records not much can be learned as to his estate. The following is taken from an Appraisement Book for the period 1846-1854, which was the only book saved from the Ordinary's Office when it was burned in the early 1870s. The inventory of the estate was dated September 9, 1847, and showed 184 head of cattle, eight slaves, and Lots of Land Nos. 413, 414, 415, 416, 516, 11th District of original Irwin, now Lowndes. The slaves were sold at public sale January 5, 1848, by the administrators, William Carter and James Carter; the lands were sold January 2, 1849 at public sale. In each instance, the slaves and cattle were bid in by some of the heirs. The home place became the property of the youngest daughter, Mrs. Darsey, and her mother continued to make her home there until her death sometime about 1858.

Jesse Carter was born in Colleton District, S. C., in 1815, son of Isaac Carter b. 1774 (Vol. III). He was brought when small by his parents to Appling County when they moved there from their old home on or near the Saltkehatchee River on the then line of Colleton and Barnwell Districts in South Carolina. His wife was Mary A. Spence, born 1824 in Burke County, a daughter of Joshua Spence. They had the following children:

Jesse Carter was a private in Capt. N. J. Holton's company of Appling County militia in the Indian War, June 9th to Aug. 19, 1938. He lived in the southern part of then Appling, now Bacon County, until about 1867 or 1868, when he was annexed to Ware County. He died in 1878, in Ware County, and a Year's Support was granted to his widow in the Ordinary's Court of Ware County, Feb. 22, 1878.

Jesse Carter, son of John and Elizabeth Carter (Vol. ]EI), was born in Lowndes County in 1834. He grew up on his father's farm in the present Naylor district of Lowndes, and was married in 1.851 to Miss Susan Lightsey whose parents, Samuel and Martha M. Lightsey (Vol. 1), lived in that portion of Lowndes that was cut into Echols in 1858, and only a few miles south of the Carter community. To Jesse and Susan Carter were born six children, viz:

Mr. Carter lived on a farm near his father's after marriage, until he enlisted in the Confederate Army. He was a private in Co. "H", 26th Vol. Georgia Infantry Regiment, enlisting in August, 1861. He was killed in battle near Fredericksburg, Va. Mrs. Carter later married Levi Moore and had issue.

Jesse W. Carter was born in Appling County in 1822, oldest child of William and Nannie Monk Carter. He was a grandson of Capt. Jesse Carter (Vol. 1). He was brought by his parents to Lowndes County in infancy and grew up in the present Naylor district. He was married in 1839 to Miss Penelope Staten, borit 1822, daughter of Barzilla Staten (Vol. I). They never had any children.
Mr. Carter lived on lot of land 464, llth land district of Lowndes County, which was placed in Clinch County in its formation in 1850, and is now in Lanier County.
He served as Justice of Peace in the 661st district of Lowndes County, 1841-1845, and again 1846-1849. The next year Clinch was formed and that part of the old 661st district of Lowndes in the new county, was made into the 1052nd district (now known as the Stockton district); and Mr. Carter was elected one of the two Justices of Peace in the new district, serving 1850-1852 and 1855-1857. He served 1856-1857 as Receiver of Tax Returns of Clinch County. He also served as the first Postmaster at Carter's Bridge (forerunner of the Stockton postoffice), 1858-1860.
An advertisement in "The Southern Recorder" in April, 1852, was published by Mr. Carter offering his property for sale, and describing it as being located on the Alapaha River about five miles from where the proposed railroad was to cross the river; Together with "a first-rate sawmill, grist-mill and cotton-gin; water-power for the mills and gin was obtained by two dams, using the water twice; mills are new". The other improvements consisted of about 50 acres in cultivation, residence and other cutbuildings. The sale never did take place. Apparently, Mr. Carter thought his property was too remote from the railroad and wanted to sell. However, the railroad which was a proposed one from Brunswick through old Milltown and Morven on to Thomasville, never did materialize. Six years later, the present railroad was surveyed through from Savannah to Thomasville, and was built through in 1859-60, and came within less than two miles of the Carter mills and farm.
Mr. Carter was a member of the Masonic order. He first received his degrees in 1854 when he became a charter member of the St. John the Baptist Lodge, No. 184, at old Troupville. He was demitted in 1857 and became a charter member of the new Alapaha Lodge, No. 209, at Statenville. He served as the first Worshipful Master of that lodge, 1857 and 1858. He then transferred and became a member of Butler Lodge, No. 211, at old Milltown in 1859; in 1866, he transferred his membership again, and became a charter member of the new Stockton Lodge No. 266. He served as Junior Steward of that lodge in 1868. He died a member about 1871.
Mrs. Carter was a member of Union Primitive Baptist Church, and was baptized into its membership Nov. 8, 1861. She died a member August 23, 1885. Both she and her husband were buried at Union Church.
Mr. Carter served in the Indian War as Ist Sergeant in the militia company commanded by his grandfather, Capt. Jesse Carter, in 1838. He volunteered in the first company to be raised in Clinch County for service in the Confederate Army (Co. "H", 29th Georgia Vol. Inf. Regiment), and served through the war.

John Carter, a son of Capt. Jesse Carter (see Vol. 1), was born in South Carolina in 1809, and grew up in Tattnall and Appling Counties in Georgia. There being a cousin of the same name in Lowndes County fifteen years older, the subject usually signed his name "John Carter, Jr." and by many of his day and since, he has been referred to as "Bay John Carter" inasmuch as he lived near Grand Bay in Lowndes County.
Mr. Carter married Elizabeth Knight, born September 23, 1811, in Wayne County, daughter of Rev. William A. Knight and his wife, Keziah (Vol. 1). To them were born fourteen children:

Mr. Carter and wife united with Union Primitive Baptist Church in 1840 and were baptized. Upon the organization of Unity Church nearer their home, they transferred their membership there and were members there until their deaths.
Mr. Carter was a Justice of Lowndes Inferior Court 1853-1857. He also fought in the Indian War of 1836-1838. He died in 1864, and his sons, M. M. Carter and Aaron Carter administered his estate. He owned lots 335, 336 and 356 in the 11th district of Lowndes County, and lived on one of these lots. 406 acres of this land was set apart as a dowry to the widow and the administrators were given leave September 1874, to sell the remainder of the property, which was done. The widow died about 1890.

The Colonel John Carter mentioned as a godfather must have
been Col. John Carter, Jr., of "Corotoman," as Col. John Carter,
Sr., died in 1669.
June 24, 1703, John Carter and his brothers, Thomas and
Henry, gave bond of five hundred pounds sterling to their brother.
Edward, guaranteeing his possession of a hundred acres of land
left by their father, "Thomas Carter late of this county Gent
dec'd." This is the last appearance of John Carter in the records
of Lancaster, and until I had access to the Carter MSS. of 185S
I was at a loss as to where he settled after leaving Lancaster.
This speaks of him and his descendants as follows :
'T have never known but one member of this branch of the
Carter family and that was a Mr. Norborn Sutton, a lawyer
living in Caroline. A few years ago he spent several days in
Lancaster, taking depositions in a suit I saw him at the court-
house, and on hearing my name he said his grandfather was
a Carter. He spent Sunday with me and I found him a pleasant.
well informed man. He knew a lot about his people and told
me that his grandfather's father was a John Carter, who settled
in Caroline from Lancaster before the county was formed. He
did not know the name of John's father, but I believe it must
have been our old ancestor. Tom, who had a son, John. He
said that this John was married three times ; first to a ^liss Ball.

died without leaving any children. He then married a ^liss

after she died he married a ]\\Iis3 Todd of King- and Queen
county and settled in that county. She was an heiress and brought
him a nice dot in land and slaves. They had sons, Thomas. John,
Mr. Sutton's grandfather, WilHam, who has descendants now in
Carohne, Robert, of King and Queen, and James, v.-ho left no cliil-
dren ; and a daughter, ^Margaret, who never married. John, the
oldest son, was married twice, first to a IMiss Betsy Armstead, of
Richmond county, and last to a Miss tiannah Chew, of Spottsyl-
vania. The first wife had sons, William, married Curtis; John,
married Sinjon, and daughters, Fanny, married Curtis ; Martha,
married Goodlo ; xA.nn. married Heslop : Peggy, married Mar-
shall ; Betsy, married Thomas, and Sally, married Sutton, and was
the mother of Mr. N. S. The last wife had son, Robert, never
married, and daughters, Mary, married Stevens ; ^^largaret Chew.
married Taliaferro ; Judy, married Sutton. Lucy, married Talia-
fero, and Tilly, never married. He was a captain in tb.e War
of Independence and was a man of great means and fine style
of living. His children all had big families, who are scattered
everywhere. John Carter, first of Caroline, lived to be very
old."
The old Prayer Book has the record of John Carter's first and
last marriage, but gives nothing of the second.
"John Carter & Frances Ball was Mar'd on Tuesday the 21st
Day Xov^'r 1698." She was a daughter of Joseph Ball, of 'Epping
Forest,' and his first wife. Elizabeth Romney, as shown by the
notice of her death in the Carter records. She was born in 1681
and was, therefore, Jos. Ball's eldest daughter. As her only
child died in 1700 it is easily seen why she does not appear in
the partition deed made in 1707 by Colonel Ball to his daugh-
ters, and likewise in his will in 171 1.

of M^ Joseph Ball and Elizabeth his Wife Departed this life at
5 min*^ to 8 a clock in the ]Morning of y^ 3'^ day of Sep"" 1699
three hours after she was Deliv** of a Son in the i8th Year of
her life. And was buried on the 5^ day at S' Marys White
Chappell attended by an Aftectionate and Sorrowing Husband
and a large Concorde of Relatives and friends."

"Joseph Ball Carter followed his mother to the Grave on the
1st day of July 1700 of a Flux and was buried at S' Marys on
ye 2"^.'"
Colonel Joseph Ball, as is well known, was the father of ^lary
Ball Washington, the mother of General George Washington.
As his daughter Frances Carter left no surviving issue no notes
of the Ball family will be given here; but will appear at other
places in this book, as there were five intermarriages between the
descendants of the emigrant?, Captain William Ball. Sr., and
Captain Thomas Carter, Sr.
Nothing is known of the second wife and children of John
Carter more than is given above. The date of the third mar-
riage is as follows :
"John Carter was married to Margaret, the Dau*" of ^1" W""
todd dec'd on the 4th day of June 17 14 by R' M' J. Shafe at
10 o'clock in the morn^."

John A. Carter, one of the twin sons of Judge James Carter (Vol.I), was born in Lowndes now Echols county, August 12, 1833, and died Nov. 10, 1919, at the home of his daughter, Mrs. Dr. J.E.W. Smith, in Waycross. He was married Nov. 7, 1855, to Mehala, daughter of James and Mary R. Walker (Vol. I). She was born In Lowndes County, Nov. 30, 1837, and died Jan. 13, 1913, at her home near Statenville. Four children were born to this marriage:
1. Columbus J.b. Nov.14, 1856, m. Martha Elizabeth Watson, 1885.
2. Lafayette A.b. Nov.28, 1858, m. Mary J. Smith, dau. of John F., of Hamilton Co.
3. Elizabethb. Nov.30, 1860, m. Job E.W. Smith, Mar. 13, 1883. Lived at Lake Park.
4. Cordellab. Sept. 15, 1862, m. Dr. Job E. W. Smith, lived at Waycross.
Note: The said Mary J. Smith, wife of Dr. L.A. Carter, and the first-named J.E.W. Smith were brother and sister, and were 1st cousins to said Dr. J.E.W. Smith, all being grandchildren of Elder Job E. W. Smith (q.v.).
John A. Carter enlisted in the Confederate Army in November, 1861, as a private in Co. "11", 26th Volunteer Georgia Regiment. He was wounded in the knee July 1, 1863, in the battle of Gettysburg, and was captured and spent eight months in Federal prison on Devils Island, N. Y. Thereafter, he was exchanged and then furloughed because of his disability, returning home. The knee became stiff and he was never able to rejoin his command. He used a walking-cane until his death on account of the stiff knee.
Mr. Carter's fine farm was between Statenville and Lake Park. He was an influential citizen of his county in his day, as was his twin brother. He served as a County Commissioner, 1881-1883. He was also a member of the Echols Board of Education 1891-92.
Mr. and Mrs. Carter were buried in the Carter Cemetery near his home.
